Article Processing Charges (APC)
The Journal of Emerging Technologies and Governance (ETG) operates fully under a Diamond Open Access model. ETG does not charge any Article Processing Charges (APC), submission fees, peer-review fees, or publication fees. All accepted manuscripts are published free of charge and remain permanently accessible to all readers.
General
Submission of a manuscript implies that the work is original, has not been previously published (except as an abstract, thesis, or invited lecture), and is not under consideration elsewhere. Acceptance requires that the manuscript will not be published in the same form in any other venue without written permission from the copyright holder. All manuscripts must be written in clear academic English and adhere to APA (7th edition) referencing standards. All submissions undergo independent peer review.
Types of Article
ETG accepts five manuscript types:
Submission Requirements
A designated corresponding author must provide an institutional e-mail address and full postal address. Authors must upload: the manuscript (including keywords; all tables with titles and footnotes; all figures with complete captions; and consistent figure/table citations), as well as supplementary materials if applicable. Manuscripts must be fully spell-checked, grammar-checked, include complete and consistent references, and provide permissions for copyrighted content. A competing interests statement is required. All authors must review the journal’s policies and provide suitable reviewer suggestions with institutional e-mails.
Ethics in Publishing
ETG strictly follows COPE guidelines and requires authors, reviewers, and editors to adhere to the highest standards of research integrity. See the ETG Publication Ethics page for complete details.
Declaration of Interest
All authors must disclose any financial or personal relationships that might influence their work (employment, consultancies, patents, grants, etc.). If no conflicts exist, authors must explicitly state “Declarations of interest: none.”
Submission Declaration and Verification
Submission implies originality and exclusive consideration. All manuscripts are screened using the iThenticate plagiarism detection system.
Inclusive Language
Submissions must use respectful, bias-free, and inclusive language, avoiding assumptions about gender, race, culture, or other characteristics.
Contributions of Authors
ETG uses the CRediT taxonomy. Authors must submit an Authors’ Contribution Statement listing roles such as Conceptualization, Methodology, Investigation, Data Curation, Analysis, Software, Validation, Visualization, Supervision, Project Administration, Writing–Original Draft, and Writing–Review & Editing.
Possible Changes to Authorship
Changes to authorship (addition, deletion, rearrangement) must be approved in writing by all authors and justified before acceptance. Post-acceptance changes are allowed only in exceptional cases.
Article Transfer Service
If the editor considers a manuscript more suitable for another related journal, authors may be invited to transfer the manuscript without reformatting. A new peer review process will apply.
Funding Source
Authors must disclose funding sources and describe the role of funders. If no funding was received, authors must state: “This research received no external funding.”
Language
Manuscripts must be written in high-quality English (American or British, consistently).
Submission
Manuscripts must be submitted through the ETG online submission system. Editable Word files are required.
Referees
Authors must recommend several potential reviewers with institutional e-mail addresses outside their own country. The editor retains complete discretion over the selection of reviewers.
Peer Review
ETG uses a single-blind peer review process. Manuscripts are first evaluated by the editor for relevance and quality, then reviewed by at least two independent experts. The Editor-in-Chief makes the final decision.
Article Structure
Introduction: Present objectives, background, and rationale.
Methods: Provide clear, replicable methodology.
Results: Present concise, transparent findings.
Discussion: Interpret results and assess implications.
Conclusions: Summarize the main contributions.
Appendices: Use A, B, etc., with separate numbering for figures and tables.
Highlights: Optional but encouraged; 3–5 bullet points (max 85 characters each).
Abstract: 150–250 words; standalone; avoid references unless necessary; define all abbreviations.
Acknowledgements: Place before references; mention contributors or assistance.
Units
Use SI units. Provide conversions when necessary. Avoid ambiguous units such as “billion.”
Nomenclature and Units
Follow SI conventions. Provide equivalents for non-SI quantities.
Math Formulae
Submit equations as editable text. Use italics for variables. Number equations consecutively.
Footnotes
Use sparingly. Number consecutively and place footnotes at the end of the manuscript, not in the reference list.
Figure Captions
Provide captions separately. Keep text inside figures minimal.
Tables
Submit tables as editable text. Number consecutively. Avoid vertical rules and shading.
Web References
Include full URL, access date, and other bibliographic details as available.
Data References
Data citations must include author(s), dataset title, repository, version, year, and persistent identifier. Mark data references as “[dataset]”.
Reference Style (APA 7th Edition)
All references must follow APA 7. All in-text citations must match entries in the reference list. Authors are encouraged to use Mendeley, EndNote, or Zotero.
Compliance with Formatting and Submission Guidelines
Authors must adhere strictly to ETG’s author guidelines, including:
Template formatting
Citation and referencing (APA 7, EndNote-ready)
Use of SJR/Scopus-indexed literature (minimum 50% of references)
Required submission files (main manuscript, highlights, graphical abstract)
Failure to comply may result in desk rejection.
Data Availability Statement
Authors must include a Data Availability Statement indicating where datasets can be accessed or explaining restrictions.
Online Proof Correction
Authors receive proofs via the online proofing system. Corrections must be submitted within two days. Only minor corrections are allowed at this stage.
Need for Corrections
If authors identify significant errors in published work, they must immediately notify the editor. Corrections, updated versions, and notices will be issued according to COPE standards.
Resubmissions
Rejected manuscripts may not be resubmitted unless explicitly invited.
Overlapping Publications
Duplicate submission, duplicate publication, redundant publication, and overlapping publications are prohibited. Manuscripts using the same dataset must differ substantially in analysis and conclusions.
Protecting Intellectual Property
Editors and reviewers must not use unpublished ideas or data without explicit written permission.
Violation of Publication Ethics
All manuscripts are screened using plagiarism detection software. Violations include plagiarism, duplicate publication, data fabrication, falsification, improper authorship, and citation manipulation. ETG will enact sanctions such as immediate rejection, bans on submission, institutional notification, and retraction if necessary.
Handling Cases of Misconduct
ETG follows COPE flowcharts for handling misconduct. Editors issue warnings, corrections, retractions, or notify institutions depending on severity.
Sharing of Reviewing Responsibilities
Reviews must not be delegated without explicit editor approval.
Supplements and Special Series
Guest-edited or funded supplements must follow strict policies ensuring full editorial independence, transparency of funding, and explicit identification of secondary publications.
Advertisement
ETG does not accept advertisements. Editorial decisions remain independent of commercial influence.
Use of AI Tools
The ETG aligns its editorial, ethical, and publication practices with the Scopus Content Policy and Selection Criteria. The journal maintains transparent editorial processes, rigorous peer review, ethical publishing standards, and clear policies governing the responsible use of Generative Artificial Intelligence (GenAI) in research and scholarly publishing.
The ETG recognizes the growing role of Generative Artificial Intelligence (GenAI) technologies in academic research and scholarly communication. While these technologies can support authors, reviewers, and editors in improving efficiency and language quality, their use must be transparent, ethical, and consistent with the principles of research integrity.
This policy establishes the journal’s requirements regarding the acceptable use of GenAI tools in manuscript preparation, peer review, editorial activities, and publication processes.

Highlights
Highlights offer a brief, high-impact snapshot of what makes your article valuable and distinctive. Following Elsevier’s practice, ETG uses Highlights to improve the visibility of published work in platforms such as Google Scholar, Semantic Scholar, Scopus, and other discovery services. These short statements help both readers and search algorithms quickly understand the key contribution of your research. They are not a summary of the entire paper; rather, they distill only the most essential insights, findings, or innovations that set your article apart from existing literature.
Content Requirements
• Provide three to five concise statements.
• Each statement must be no longer than 85 characters, including spaces.
• Keep every statement clear, direct, and immediately understandable to a general audience.
• Avoid technical jargon, uncommon abbreviations, and discipline-specific terminology.
• Each highlight should communicate a single idea—one key finding, message, or innovation.
• Do not compress multiple concepts into one line, and do not rewrite the abstract.
File Submission
Highlights must be submitted as a separate Word file and the filename should include the word Highlights so it can be identified easily during processing. ETG does not require Highlights at the initial submission stage. They become mandatory after the paper receives initial acceptance, at which point the final version must be uploaded. This procedure follows Elsevier’s approach, which prioritizes scientific review first and requests supplementary publication elements only in the final stages.
Graphical Abstracts
Journal of Emerging Technologies and Governance (ETG) follows Elsevier’s standards for Graphical Abstracts.
A graphical abstract is a single, self-contained image that conveys the core message of your study at a glance. ETG uses graphical abstracts, in line with Elsevier’s standards, to enhance the clarity, reach, and digital visibility of published articles. The image should allow readers especially those navigating interdisciplinary fields to understand the main idea of your work without reading the full text. It should focus on one central insight rather than several competing points.
Content Requirements
•The image must communicate one clear, central message from the article.
• It may illustrate a conceptual model, a simplified methodological flow, or a key finding.
• The design should remain clean and uncluttered, avoiding dense charts, long text blocks, or multiple layers of information.
• Visual elements should guide the reader naturally through the image (e.g., left-to-right or top-to-bottom).
• Any text within the image must use the Times font for consistency and readability.
• Colors should be used sparingly and kept visually balanced.
• The graphic must be original; if third-party elements are used, authors must hold explicit permission.
• The image should be interpretable on its own—without relying on the article’s text.
Technical Specifications
• Minimum dimensions: 1328 × 531 pixels
• Resolution: 300 dpi
• Accepted format for ETG: High-quality JPG
• All text inside the image must appear in Times font
• File must be submitted as a file containing the JPG image, named GraphicalAbstract
• The image must remain readable even when displayed at reduced size (thumbnail view)
File Submission
The graphical abstract must be uploaded as a separate file the JPG image. No other file formats are accepted.
A graphical abstract is not required at the initial submission stage. Authors are required to provide it after the manuscript receives initial acceptance, and it must meet all technical and content standards listed above.
ETG follows Elsevier’s practice of requesting graphical abstracts only at the final publication stage, once the scientific content of the paper has been validated.
